Personally, I have nothing against him. It is what he is doing to space exploration that makes me want to see him incarcerated.

He certainly has enemies who do not like what he has done to space exploration. He has some Air Force Generals that are not too thrilled with him screwing up their spy satellite launch scheme. Who else?
Boeing and Lockmart? Does he think he can play with the big boys? What he has done is bundle his way into being the NASA administrator’s invisible boss. Bolden is on his way out though and Hillary has yet to make public what kind of relationship she will have with Tony Stark.
At some point the NASA well is going to run dry and if the DOD treasure chest does not open for him his hobby rocket empire is in big trouble. He describes himself as half democrat and half republican and that alone will surely get him into trouble – from wiki:

Howard Roark ended up in court and John Galt had to hide in his invisibility-screen-protected Shangri-La. But if any of the influence he has bought was improperly purchased he just might end up like another infamous entrepreneur- John DeLorean.
Of course, DeLorean was never convicted, just bankrupted.
